The idea of a loosely-coupled, message-based architecture where autonomous entities interact with each other over policy-based connections is a really cool idea, but it doesn’t resonate with typical development teams.

I agree, and moreover, I don't know if they really want to do "customerList = GetCustomerData(firstName As String, lastName As String)" with XML. LOB systems that are mostly developed by those developers these days, won't need XML/HTTP.
